TSBs cover lots of things. There is one that describes pre-delivery inspection. There is one that describes troubleshooting the NAV. They are designed to help service techs perform some task more efficiently.

They are not something you can just walk in and have done, although some/most dealers will honor your request if you're under warranty since they can charge it back to Honda.

Consider the tailgate-opening TSBs. If you weren't having the problem yet
went in to a dealer asking to have the work done, they would be within their rights to refuse.
