GPS that's available to civilians (outside of commercial entities such as land surveyors) is not 100% accurate. I don't know what the variance is but, as far as I know, it is close enough for everything but bomb placement.

geotech could likely enlighten us on all of the variables in the world of GPS location but from what I recall when I was in the surveying business, the whole concept is very dynamic.
