What is this wire harness??

Just bought an '06 RTL w/ nav (used) yesterday and dealer didn't know what this was... Any ideas? Thanks in advance for all your help!!!

The wires are as follows...

Black = Ground
White w/ black stripe = "Stop S/W"
Brown w/ white stripe = "Brake Elec"
Blue = "+ Batt"

It's the pigtail for use with an aftermarket trailer brake controller. The plain ends are connected/spliced to the controller and the end with the gray plug connects under the dash down by the parking brake pedal.
