tubular side steps

I am curious if the Honda Black tubular sidesteps are painte or powder coated. I was concerned about rust and rock chips and know that motorcycle frames not powder coated chip easily

by the look of my silver ones, I'd have to lean strongly towards painted.
unfortunately. they can be sprayed with line-x for fairly cheap though...
