Wasn't this brought up to Gary and the Honda reps last year in St. Louis? I can't recall what their reasoning was for not having them standard.

Just FWIW, mudguards were not standard on my wife's new Toyota Highlander, either. They were part of a PIO (Port Installed Option) package that included the roof rack crossbars and a fancy exhaust tip.
