You need to read your owner's manual. The large diameter loop at the top of the seat is a simply a guide for the belt. The clip / latch location is at the base of the seat.

Jeffro has it right. The actual "latch" is underneath the seat for the seating areas closest to the rear passenger door. The center "latch" is located in the junction between the vertical and horizontal area of the rear seat. The manual will have a nice description of the appropriate connection.
