I'm curious about the Lion Warning sign. Is this referring to a cougar?

Absolutely.

There are about 25 mountain lions, pumas and/or cougars in the park, most of which inhabit the Chisos Mountain area.

The bears returned to the park sometime before the late 1980's after having been extinct. They were not re-introduced, but returned by nature. One theory is they came from the Carmens across the border in Mexico. So the park service saw fit to change the sign to include the bears.
