Drilling front of bed for bicycle mount?

I'm going to mount a dummy axle to attach my bicycle front fork to the front of the bed.

Can I drill the bed liner just below the rear window and put a couple of self tapping screws in to secure the axle? I'll be going in at 45degrees to match the contour of the bed-is that "black bed liner" strong enough?

Won't be carrying much weight so should be OK. I was going to take that front panel off, but seems like a lot of work if I can find out what's behind without doing that.
