As far as the FBI goes, you have nothing to worry about. I would contact the NFL though as they may be interested in hearing your story. This is a separate dispute from PayPal, and may result in the seller getting kicked off of eBay.

The problem with bad sellers is that too many buyers just let things go, or end their issues after they have received their money back from PayPal. Unless buyers complain directly to eBay, there is nothing eBay can do about it. Yes, it sounds bass ackwards, but sadly this is the case.

But the problem is that I did explain to PayPal when I filed the dispute that I did not want to return the jersey. Instead I wanted a replacement or a partial damage refund. It is very special to my son. I will return if I have to but then I run into another issue..my son's feelings. But I guess that's my problem not theirs.
I'm wonderding. Do you know why PayPal instruct me to return the jersey? You would think they would be clear about that since it's not everyday people do this.

I will follow up with the NFL and the other suggestions you made. Thank you so much. Keep the suggestions coming. I can use all the help I can get as I am not one who usually has these type of issues.

The reason PayPal gave you a full refund is because that is all they will do in a case such as this. PayPal doesn't get involved in mediating an exchange with the seller, they will just issue a refund if the case is found in the buyer's favor. If the seller HAD replied, then PayPal would have required you to return the jersey and show proof of delivery before they would have issued a refund. Now here's the kicker... If you returned the jersey at PayPal's request and received a refund, the seller could have simply told PayPal that it was not received in the condition it was sent, and PayPal would have reimbursed them for the jacket, which would then be sent to PayPal. Basically, PayPal wants to get each party back to where they were before the transaction occurred. If you want to keep the Jersey, and the seller won't withdraw their negative (which they probably won't do with you having the money and merchandise), you might see if the seller will remove the negative in exchange for a partial payment. Just a suggestion.

Anyway, I hope it all works out!

I filed a complaint with Square Trade. It cost $30.00 but I guess it's the principle of the thing. ( Less money for my AZ trip )
I'll keep this thread updated as the issue progresses.
