They have just been hanging out in the bed of my truck since I got it. I thought it was obvious that they were no use to me so I went to cut them short and they sparked like crazy.

What sort of plug is on the end of them? Looks like someone might have added their own 110/120 volt power inverter. You might want to trace the wires to see where they run.

Yup that was added by the previous owner, it looks like a round connector as the ones inside the cab, the cigarette lighter.

If I had to guess, I would say it was used for something like This

the sparks are because they are live....if you want to eliminate the wires, you can take the light out and remove the wires from inside....or cut the wires....but do it one at a time.

Almost surely powering something with 12V. Maybe a camping mod for lighting or tailgating for TV, cell phone charger, or electric cooler as was also suggested.

Either way, that mod looks very sketchy to me. Lots of crimps and electric tape. If you are not comfortable removing it yourself, get some professional help. I do not recommend just cutting the wires off in the bed. If you got sparks on the last try, you may now have a blown fuse somewhere.
