My 2011 was like that. It would pop out and I would pop it back in. This went on for a while. Someone said that after 2009 a piece was left out ( 71170-SJC-A00 009 001 ABSORBER, FR. BUMPER ), that caused the sides to pop out when the front was pushed in or from the pressure caused by 70 mph and above. I added this part on my 2011 and it helped alot.
Popping the bumper back in without removing it isn't the solution. This will become obvious if you take it off, which is really easy to do. The missing part can be put on any year RL, I don't know why Honda stopped using it. It is kept in place with two push clips. Really easy project. I've had no problems with my '14.
