Following examples by Dust and mtrotman, I installed a couple of Rocky Mounts bike holders on the front bed panel. Since one of my bikes is a road/touring bike with drop bars, I had to mount them a little higher on the panel so the left brake/shifter lever wouldn't rub the cab's brake light.
Installation was a cinch, but in drilling holes for the left mount I tore up the little black pad that's adhered to the backside of the panel. Does anyone know what it's for? I looked at it, then at the cab, and I don't have a clue why it's there or what it does.

I wondered the same. It's on my 06 as well, so not like it was a recent design change. None of the side panels have it either. I haven't had mine open for a while, so I can't actually remember the size, but the cab vents are also behind the front panel, wonder if there is a connection, long shot as it is.
