If you took the parking brake assembly apart when you did your rotors then you may have the lower spring installed incorrectly. More than likely, however, everything is installed correctly and you are being too gentle in your attempts to turn the pronged star. It requires a good amount of levering with a large flat head screwdriver for it to turn one click. The springs contact with the adjuster is actually what causes it to only turn one click at a time. You lever it one click at a time till the adjustment is correct. Here's a diagram of the system in case you don't have that.
