In addition to what you have already checked, look for wiring problems such as loose connections and corrosion, particularly on, but not limited to, the battery cables. Also, it is not unheard of to get a faulty new battery.
Eric the Car Guy has hit the BIG TIME!! I do enjoy watching his videos. Can't wait to see the "Fairmont" project actually get to the streets.The easiest way is to swap with a like, known good relay. If that isn't an option, youtube has plenty of videos on testing relays. If I'm not mistaken, these relays are elecro-mechanical devices so they are prone to failure. My guess is that you have found your problem.

Did you ever figure out the problem. My Dad is having the exact same issues with his 07 Ridgeline.So all of the fuses I listed passed the visual inspection. They are all part of the micu, so how would I go about checking the relay that sends power through these fuses?
