You also have to be going 30 for the cruise to work. 27 may be close enough, but that could be part of your problem as well.

There is a road in my town that has a 30 mph speed limit. It is painful as it is a long stretch of road that has little traffic on it. I have to set my cruise as I invariably go too fast and once, got pulled over. Luckily he took pity on my and just gave me a warning.
