Unfortunately that was a Honda concept they put together for the auto show circuit and never placed into production. You might be able to build a custom headache rack off the front tie downs, but honestly bed mounted lights on a quad cab truck may not be as useful as you would like.

Hey, thanks for the quick reply and great perspective. I was just looking into changing the look of my RTL and thought that look was sweet. I'm doing more research on this site.
Don't get me wrong, I love the look and wish Honda had put this accessory into production.

That RL was at the St Louis meet... that was the offroad version concept ... they also had street version concept there too.
