Where to get best deal on winter tire package

I live in Minnesota and I am looking to get a set of winter tires and wheels before winter starts. I was wondering where the best place to get a set would be. I don't really care what the wheels look like as long as they somewhat match my black 2014 RL sport.
I have priced packages on tire rack but it gets expensive since the cheapest rims they have are expensive and you have to pay for shipping. I have went to local shops (like discount tire) and they have good deals with steel wheels. However they make you buy the expensive TPMS sensors that seem unnecessary.
Anyone find a good place to buy packages?
