Looks like the paint might have been chipped there and then rust started setting in. The primer and paint would not allow the water to get to the metal unless compromised.

Just a thought.
 
Yeah, I assume something chipped the paint and that's the result. I think I've found a touch paint/primer/clearcoat kit that's color matched to use. What is best to use for stripping the rust and getting a clean surface to work with? Thats really what Im stuck on.
Sanding the area is best but touch-up then turns into a spray application. Most will not find that not practicable.

Apply wallpaper to a small object and remove the loose paint and rust down to clean metal. Prime well and paint. A good coat of wax in that area and keep your eye on it.
